COMMISSIONER’S DIRECTIVE (CD) 550 – INMATE ACCOMMODATION
Why was the policy changed?
This Commissioner’s Directive (CD) has been revised to reflect changes to the Corrections and Conditional Release Act (CCRA)and other recently passed legislation, to comply with the recommendations of the Policy Review Task Force, and to incorporate information from Case Management Bulletins.
What has changed?
Several technical modifications have been made to the layout of the document. Extensive editing was done to remove extraneous details, to improve clarity of the direction and to focus on staff responsibilities. Among other changes:
- Technical changes have been made to enhance this directive and reflect the current management structure and practices.
- Applicable Policy and Security Bulletin information has been incorporated into the policy.
- A new section entitled “Application” has been added to indicate to whom this policy applies.
- The Responsibility section has been updated and enhanced to reflect the current organizational structure in CSC.
A Double-Bunking Placement Assessment Tool has been developed to assist Correctional Officers in the completion of the Offender Management System report. The OMS report must now contain the analysis of all placement criteria. The document is found under “Tools” on the Policy and Legislation InfoNet site, next to the directive.
How was it developed?
Following a review by the National Policy Review Team, Strategic Policy Division, Security Branch and Corporate Services revised the policy. Consultation occurred with National Headquarters and Regional Headquarters.

Accountabilities are detailed in the directive.
Who will be affected by the policy?
- Correctional Managers will now be responsible for ensuring that a double-bunking assessment has been completed for both inmates in this situation.
- The double-bunking assessment will be based on input from Correctional Officers, Health Care staff, Security Intelligence Officer and any other relevant staff.
Expected cost?
None.
Other impacts?
- The Double-Bunking Placement Assessment screen in OMS will be changed to include the Placement Criteria. This is expected to take effect at the next OMS release scheduled for March 2013 and the screen will then be named Double-Bunking/Shared Accommodation Assessment.
- These changes will be incorporated into the Correctional Officer Training Program and the Correctional Manager Training Program.
