COMMISSIONER'S DIRECTIVE (CD) 767 – ETHNOCULTURAL OFFENDERS: SERVICES AND INTERVENTIONS

Why was the policy changed?

CD 767 had not been updated since 2001 and it no longer reflected the demographics of the federal inmate population and the variety of initiatives put in place to meet the unique needs of ethnocultural offenders. The revised CD provides clear direction in accordance with CSC's legislation and public safety mandate.

What has changed?

The directive was renamed "Ethnocultural Offenders: Services and Interventions" and several updates reflecting changes in services for ethnocultural offenders were made throughout the document.

How was it developed?

A national working group composed of senior executives, regional managers, the Ethnocultural Services Section, Institutional and Community Program Coordinators, Program Managers, members of the Ethnocultural Advisory Committees and Parole Officers met in November 2010 to completely revamp this CD. An extensive consultation then occurred to obtain input from CSC staff, partners, stakeholders and inmate committees. The Ethnocultural Advisory Committees also provided advice to improve the CD during their national meetings.

The Ethnocultural Services Section has worked with Strategic Policy to translate into the policy the recommendations received during consultation.
