What is new/changed?

Commissioner's Directive 730 on "Inmate Program Assignment and Payments" has been modified.

Why was the policy changed?

Following the implementation of the CD in November 1998, the operational units indicated that certain inconsistencies existed between the French and English versions of the policy and there was a need to be more specific in certain sections. Some technical changes were therefore deemed necessary to respond to these concerns.

What is the purpose of the changes?

Paragraph 4 c. of the policy has been modified to indicate clearly the necessity to continue the practice of paying federal inmates who are incarcerated in provincial facilities for a short period of time to participate in a specific program.

The English section a. (1) and b. (1) of paragraph 17 have been modified to comply with the French version of the policy. It was the clear intent during the drafting of the CD that inmates must participate in all program assignments before being able to proceed to the higher pay levels of A and B. Although the French version is clear in this regard, the English version led to confusion. The changes ensure that the English and French version reflect the intention of CSC.

Section a.(3) of paragraph 45 has been eliminated, as it did not provide any circumstance that was not already included under the other two sections of the same paragraph.

Paragraph 46 was modified in order to bring certain precision on the status of an inmate who is assigned to a position that involves the collection and/or manipulation of information regarding other inmates. The changes aim to clarify the consequences resulting from the dissemination of information.
