RESTORATIVE OPPORTUNITIES CASE REFERRAL PROTOCOL DOCUMENT

1. Institutional Initiated Referral

  • All referrals initiated at the institutional level are to be directed to the designated Manager Assessment and Intervention (MAI), or designated back-up, of the institution from which the referral originates.
  • These include referrals made by Chaplains, Elders, Program Managers, Psychologists, Parole Officers, Correctional Program Officers, Social Program Officers and other correctional staff members who support the request made by an offender to initiate a restorative justice process with a victim(s).
  • In addition, victim initiated referrals whereby the victim makes direct contact with the institution via telephone, correspondence or e-mail to request contact with an offender will be referred to the designated MAI or designated back-up.
  • The MAI will refer all institutional and victim initiated referrals by e-mail to the RO Program, Restorative Justice Division, NHQ.

2. Victim Initiated Referral

  • Victim Service Officers provide victims with information/resources to CSC services that are available to them including the RO program.
  • Victim initiated referrals include those received by institutional Staff (MAI, IPO) and community staff (area director, PO)
  • In addition, victim initiated referrals whereby the victim makes direct contact with the institution via telephone, correspondence or e-mail to request contact with an offender will be referred to the designated MAI or designated back-up, which in turn will refer by e-mail to the RO Program, Restorative Justice Division, NHQ
  • All victim initiated referrals made directly to Victim Service Officers (VSO) are to be referred by e-mail to the RO Program, Restorative Justice Division, NHQ.

3. Community Initiated Referral

  • All referrals initiated at the community level through the Parole Offices are to be directed to the Section Supervisor or equivalent WP-5 (i.e. Senior Parole Officer or Parole Supervisor) of the Parole Office from which the referral originates.
  • These include referrals made by Parole Officers and other correctional staff members who support the request made by a conditionally released offender to initiate a restorative process with a victim(s).
  • In addition, victim initiated referrals whereby the victim makes direct contact with a Parole Office via telephone, correspondence or e-mail to request contact with an offender will be referred to the RVSM.
  • The Section Supervisor or equivalent WP-5 (i.e. Senior Parole Officer or Parole Supervisor) of the Parole Office will refer all community initiated referrals by e-mail to the RO Program, Restorative Justice Division, NHQ.

Please Note

  1. The referral processes suggested above apply nationally in consideration of the following exception:
    • British Columbia – all referral types, as listed above, are managed regionally via the Regional Chaplain Dwight Cuff and directed to the Fraser Region CJI Association.
  2. In addition, the designated MAI or delegated authority will liaise with the RVSM’s and the RO mediators in each region. The MAI or delegated authority will enable the mediator to make arrangements to access the offender paper file on an as needed basis, to enter the institution to meet with the offender throughout the process, and to arrange appropriate accommodations for the victim-offender mediation process to take place within the institution.
