This graph illustrates the changes in custody rates for Federal offenders between fiscal year 1996/97 and fiscal year 2008/09. The number of offenders in Federal custody decreased steadily from 14,158 in 1996/97 to 12,436 in 2004/05. After a brief period of increase from 2005/06 to 2007/08, the number of offenders in custody again decreased in 2008/09, settling at 13,147.
