Why was the policy changed?

This Commissioner’s Directive has been updated to comply with CSC's response to the Office of the Correctional Investigator's Death in Custody Study.

What has changed?

Technical changes have been made, including: the title, Policy Objective, Authorities and Responsibilities sections have all been updated, and an Application section has been added.

The title of the CD has been changed to reflect that community supervision has been incorporated into the CD.

The updated policy reinforces the importance of safe environments through dynamic security and the requirement in procedures for an on-going exchange of information between intervention and operational functions, both in the institution and in the community.

How was it developed?

The policy changes were developed by the Security Branch in collaboration with Strategic Policy Division. Consultation occurred with National Headquarters, Regional Headquarters, Office of the Correctional Investigator, Parole Board of Canada, and unions.


The Assistant Commissioner, Correctional Operations and Programs, is accountable for this CD. Responsibilities for the various levels are outlined in the policy.

Who will be affected by the policy?

Staff working and interacting directly with offenders by providing services, supervision and/or interventions for offenders.
