The Assistant Commissioner, Correctional Operations and Programs:
will implement the policy framework in support of a safe, secure working and living correctional environment;
will conduct reviews on security policies to consider, and act on, issues brought forward by the regions, operational units and Boards of Investigation; and
may develop Guidelines, as required, that must be followed.
The Director General, Security, is designated as the senior Correctional Service of Canada authority on safety and security issues within the Service.
The Director General, Security, will:
ensure security policies and procedures are knowledge and research-based;
provide direction and support to regions in relation to policy, safety and security issues; and
inform the Assistant Commissioner, Correctional Operations and Programs, of any issues or deficiencies arising from security policies, their procedures or implementation.
The Regional Deputy Commissioners will ensure:
security policies and procedures are communicated to operational units;
issues arising from policies, their procedures or implementation are reported in a timely manner to the Director General, Security; and
operational reviews of policies are conducted on a regular basis.
The Institutional Head/District Director will ensure:
policies and procedures are implemented;
challenges are managed as they arise in such a way as to promote a safe and secure correctional environment;
staff are trained to ensure the safety and security of the operational unit;
a process for monitoring the implementation of policies and procedures is in place; and
security procedures and practices completed in support of this directive respect the dignity and privacy of the individual.
The Correctional Manager will:
ensure staff under their authority are deployed in accordance with CD 004 – National Standards for the Deployment of Correctional Officers – Annex B and are adhering to prescribed performance expectations in regards to CSC policies, procedures and the law;
confirm Correctional Officers and Primary Workers utilize the necessary tools and equipment to assist them in the performance of their duties;
support and direct Correctional Officers and Primary Workers in the performance of their duties; and
establish and maintain a quality control process for all documents completed by Correctional Officers and Primary Workers.
All staff will ensure any situation which could jeopardize the safety of the operational unit is immediately communicated to the appropriate designated manager.
Measures taken by CSC with the objective of preventing security incidents should not be designed to unnecessarily restrict or affect rights and liberties but be limited to only what is necessary and proportionate to attain the purposes of the Corrections and Conditional Release Act.
The Framework for the Prevention of Security Incidents is comprised of the following:
