Opioid Agonist Treatment: December 2019

The Correctional Service of Canada (CSC) introduced methadone over 20 years ago. Since that time, CSC has been providing opioid agonist treatment (OAT) (methadone and buprenorphine-naloxone) to incarcerated persons with an opioid use disorder.

Over the past three years, in the context of the Canadian opioid crisis, the demand for treatment has dramatically increased and continues to increase. The following graph shows a point-in-time snapshot (December 2019) of the number of individuals, by institution, on OAT and the number of individuals on the wait list.

For the Atlantic region:

  1. Atlantic Institution - 7 on methadone, 24 on suboxone, 0 on sublocade. The OAT total is 31 and there are 27 on waitlist.
  2. Dorchester Penitentiary Medium - 34 on methadone, 42 on suboxone, 0 on sublocade. The OAT total is 76 and there are 34 on waitlist.

Summary:

  • A snapshot:
    • A measure taken at one point in time.
    • It does not take into consideration flow-through numbers (the total number of individuals initiated, number discharged). In other words, it underestimates the number of individuals treated.
  • The iceberg chart and the regional summary graph present snapshot information as of the end of December 2019.
  • The number of individuals on OAT continues to increase.
    • Based on December snapshots there has been an increase of 101.6% between 2016 (920) and 2019 (1855).
    • Ontario (555), Prairies (361) and Pacific (477) account for 75% of those on OAT
    • Pacific, Quebec, and Ontario have the lowest wait lists.
