What is new?

The Internal Services Directive (ISD) 318-11 –Federal Environmental Assessment of Projects has been created.

Why was the policy created?

To formalize a nationally consistent approach for meeting Correctional Service Canada’s legislative requirements under the Canadian Environmental Assessment Act, 2012 (CEAA).

How was it developed?

The ISD was developed by National Headquarters Environmental Protection Programs Division, in consultation with Regional Headquarters and the Strategic Policy Division, and in line with legislative requirements.

Accountabilities?

The ISD incorporates specific responsibilities and sets out the process to be implemented whenever a physical activity is carried out in relation to a physical work on CSC property.

The ISD specifically mentions the Assistant Commissioner, Corporate Services, the Director General, Technical Services and Facilities, the Director, Environmental Protection Programs, the Regional Coordinators, Environmental Programs, CSC Project Leaders and CORCAN Project Leaders as being responsible to fully implement this directive, thus providing the Correctional Service of Canada with the means to fulfill its external accountability.

Who will be affected by the policy?

Primarily staff of CSC’s Environmental Programs and Project Leaders of projects that involve the construction, operation, modification, decommissioning and/or abandonment of buildings or physical structures will be affected by the policy.

Expected cost?

The costs of meeting the requirements of the CEAA have been historically absorbed by the cost of construction projects. As it is not expected that this directive will increase the number of assessments that need to be conducted, there is no anticipated increase in cost associated with implementing this directive.
