Why was the policy developed?

These guidelines were developed to formalize the referral process, as recommended by the Office of the Auditor General, and to ensure national consistency in education programs’ management and delivery.

What is included?

The new policy includes specific responsibilities and sets out national procedures and standards for education programs and services.

Most importantly, it provides new details on education assessments and instructions on how to prioritize participation in education programs for inmates who have an education need.

These new guidelines provide information and details not included in Commissioner's Directive 720; these two policy documents are complimentary and should thus be read together.

How was it developed?

The Reintegration Programs Division developed the guidelines in collaboration with internal stakeholders and Strategic Policy. Consultations occurred with sites, National and Regional Headquarters.

Accountabilities?

The Assistant Commissioner, Correctional Operations and Programs. Additional roles and responsibilities are detailed in the policy document.

Who will be affected by the policy?

Applies to all staff involved in assessments, referrals, delivery and management of education programs.
