Why was the policy changed?

Commissioner’s Directive (CD) 768 has been updated to expand the policy parameters to include all components of the Institutional Mother-Child Program and to align specific areas with other relevant CSC policies. In addition, new Guidelines (GL) 768-1 have been created to formalize the direction for Child Link.

What has changed?

As a result of the Commissioner’s Directives Standardization Project, the look and format of CD 768 have been modified.

Significant changes have occurred to CD 768, and the following provides an overview of the various areas that have been amended. Given the breadth of changes and expansion of policy framework, all those impacted will need to fully familiarize themselves with the details contained in the updated Commissioner’s Directive and new Guidelines.

• The CD now reflects all components of the Institutional Mother-Child Program (residential and non-residential). In addition, GL 768-1 – Institutional Mother-Child Program – Child Link have been created.
• Manager, staff, volunteer and contractor responsibilities are clearly outlined for all components of the Institutional Mother-Child Program.
• The eligibility criteria, documentation requirements and procedures for the residential program have been modified as it relates to inmate participants, babysitters and inmates residing in a housing unit where children reside on a full-time or part-time basis.
• The child’s upper age limit for the part-time residential program in the living units has been lowered (from 12 to 6 years of age).
• A part-time residential program is now available for children up to the age of majority utilizing the private family visit location. The assessment, approval and supervision requirements are in accordance with the directions outlined in CD 768.
• Updates have been made to align CD 768 with other relevant CSC policies, including any variations specific to the Institutional Mother-Child Program.
• Existing forms were revised, updated, and in some cases amalgamated, thus reducing the number of forms linked to CD 768.

How was it developed?

These policy documents were developed by the Women Offender Sector in collaboration with Strategic Policy. Consultation occurred with internal and external stakeholders.

Who will be affected by the policy?

All CSC staff, contractors and volunteers working with women inmates and women inmates themselves, as well as their children.
