Commissioner’s Directive (CD) 566 – Framework for Safe and Effective Correctional Environments

Why was the policy changed?

Upon review of CD 560 – Dynamic Security and Supervision, it was determined that dynamic security responsibilities and practices would be better placed in the context of operational policies and procedures in CD 566 – Framework for Safe and Effective Correctional Environments.

Additionally, on June 21, 2019, An Act to amend the Corrections and Conditional Release Act and another Act came into force and replaced the term “Aboriginal” with the term “Indigenous”. This amendment is reflected in this policy and is now in line with the Corrections and Conditional Release Act (CCRA).

What has changed?

CD 560 – Dynamic Security and Supervision has been rescinded. A section on Dynamic Security Practices has been added to CD 566 to strengthen the linkages between static operational procedures and dynamic security in order to create safe and effective correctional environments.

In order to better reflect the intention of the revised policy framework, CD 566 has been renamed “Framework for Safe and Effective Correctional Environments”.

Changes were made to the Responsibilities section to emphasize dynamic security. Furthermore, responsibilities have been added for the Regional Deputy Commissioner.

Annex A – Cross References and Definitions has also been updated.

How was it developed?

The policy revisions were developed by the Security Branch, with support from Strategic Policy. Full consultations with internal and external stakeholders were held.

Who will be affected by the policy?

All staff (as defined in the CD) who directly interact with offenders in CSC institutions and Community Correctional Centres.
