Why was the policy changed?

Privacy issues have been identified that prohibit the photographing of inmate personal identification and storing of inmate personal ID numbers in OMS.

Policy Bulletin 585 was issued on Dec. 27, 2017 to clarify that “important documents” referred to in paragraph 58 of CD 566-12 – Personal Property of Offenders (2015-10-19) included various forms of inmate personal ID, as follows:

“Valuables (not exceeding $1,000) and important documents (e.g. health cards, driver’s licenses, SIN cards, citizenship cards, birth certificates, etc.) will be recorded on the Inmate Personal Property Record and will be securely stored in a fireproof cabinet or safe within the Admission and Discharge area. Items stored in this manner will be photographed and the inmate will sign the Inmate Personal Property Record to confirm its authenticity. The photograph and the Inmate Personal Property Record will be stored electronically in OMSR OPP and will remain in the Admission and Discharge file."

What has changed?

Due to privacy issues, inmate personal ID, such as health cards, driver’s licenses, SIN cards, citizenship cards, birth certificates, etc., are not to be photographed and ID numbers are not to be recorded in OMSR-OPP.

Inmate personal identification must continue to be recorded in the Inmate Personal Property Record in OMRS-OPP (without the ID number or a photograph), and then securely stored in a fireproof cabinet or safe within the Admission and Discharge area.

A warning message “Identification cards are not to be photographed and identification card numbers are not to recorded in OMS” has been  added and will be displayed when users select “Personal Documentation” or “Identification” as the type of effect entered in OMSR-OPP.

Security Operations consulted with ATIP and Legal Services to identify privacy issues with inmate personal identification.
