Administration of the CSC Recognition Program

PURPOSE

  • To outline options to recognize, in a timely manner, positive and effective contributions of employees and other individuals
  • To outline eligibility and nomination criteria for the Correctional Service of Canada (CSC) awards

APPLICATION

Applies to all employees of CSC and individuals meeting the eligibility criteria outlined in these Guidelines

FORMAL RECOGNITION

  1. Normally, official photographs will be taken as employees receive formal award(s) and a copy of the photograph will be given to each employee. Prior to publishing any photographs, employees will be requested to complete the form Consent to be Identified in CSC and PBC Publications (CSC/SCC 1305). In addition, the original copy of the nomination and/or description of the award received will be placed in the employee's file and, if relevant, included in the annual Performance Appraisal.
  2. The various formal recognition options, including links to nomination forms and administrative and financial processes to grant awards, are outlined below.

Corrections Exemplary Service Medal

Nomination Criteria

  1. Canadian correctional service employees are eligible to receive this award in recognition of exemplary service characterized by good conduct, industry and efficiency that serves as a model for others. Note: This medal is not to be used as a long service award. Further information regarding this recognition may be found in the Regulations Governing the Award of the Corrections Exemplary Service Medal.
  2. An employee will be eligible for the medal if they:
    1. are an employee of a Canadian correctional service on or after June 11, 1984
    2. have completed a minimum of 20 years of full-time paid service, not necessarily continuous, with one or more correctional services in Canada, of such good standard as to warrant an award, and if 10 years of the nominee's total service has been as a peace officer in an institution, parole office or probation office or in a capacity which has brought the nominee into contact with offenders in the regular performance of the nominee's duties.
  3. An employee awarded the medal is eligible for a bar for each additional 10-year period accumulated through full-time paid service, not necessarily continuous, with one or more correctional services if the service by the employee is of such good standard as to warrant an award.

Eligibility

  1. CSC employees are eligible for this recognition.

Process

  1. Nominations must be approved by the Senior Deputy Commissioner or relevant Regional Deputy Commissioner and will be forwarded to the Regional Recognition Coordinator, using the Corrections Exemplary Service Medal Nomination Form (OSGG-111).
  2. Employees who meet the nomination criteria in a given fiscal year will receive their award prior to the end of the following fiscal year. The items awarded are a medal or bar and lapel pin.

Citation for Bravery

Nomination Criteria

  1. This recognition may be presented to an individual who, while on duty, performed an act of extraordinary bravery and exceptional valour putting their life in danger to:
    1. save a life
    2. protect a person(s) from serious injury, or
    3. protect property.

Eligibility

  1. CSC employees, casual, contract and agency employees, students, volunteers and partners are eligible for this recognition. They are also eligible for external recognition, such as the Governor General's Decoration for Bravery.

Process

  1. Nominations must be made within six months of the incident. Peers and managers will submit written nominations to the Regional Recognition Coordinator, using the Citation for Bravery Nomination Form (CSC/SCC 1383-1). Nominations must be approved by the relevant sector head or Regional Deputy Commissioner before the submission for final approval by the Commissioner.
  2. The items awarded are a Citation for Bravery Pin and a certificate signed by the Commissioner.

Commissioner’s Commendation

Nomination Criteria

  1. This recognition may be presented to an individual or a group of individuals:
    1. to recognize deeds or activities that go beyond the demand of normal duties, including situations under exceptional circumstances during overseas visits or assignments
    2. who consistently demonstrate exceptional judgement and dedication to the values of CSC and integrity in the performance of their duties
    3. for demonstrating the highest standards of conduct or humanitarianism in a single operation, incident or investigation
    4. for exceptional sustained effort and commitment over their entire career with CSC, or
    5. for developing a method or program that enhances the effectiveness or efficiency of CSC or the public service.

Eligibility

  1. CSC employees, casual, contract and agency employees, students, volunteers and partners are eligible for this recognition. 

Process

  1. Nominations must be made within six months of the deed or activity. Peers and managers will submit written nominations to the Regional Recognition Coordinator, using the Commissioner's Commendation Nomination Form (CSC/SCC 1383‑11). Nominations must be approved by the relevant sector head or Regional Deputy Commissioner before the submission for final approval by the Commissioner.
  2. The items awarded are a lapel pin and a certificate signed by the Commissioner.

Donald R. Yeomans Award for Values and Ethics

Nomination Criteria

  1. This award recognizes an executive of CSC whose contributions to CSC's values and ethics have been consistent over a significant period of time. The nominee must meet the following criteria:
    1. maintained high personal and professional standards and ethics throughout his/her career holding these values and ethics at times of unpopularity, difficulty and adversity
    2. worked to encourage and develop high professional values and ethics over the course of his/her career with CSC. Examples of high values and ethical standards include:
      1. respect for human dignity and the value of people
      2. openness and communication
      3. staffing values, ensuring an inclusive workplace, encouraging diversity, transparency, integrity, commitment to and demonstration of ethical practices
      4. high standard of behaviour towards employees, stakeholders, clients, truthfulness and accuracy.

Eligibility

  1. CSC executives and equivalents are eligible for this recognition.

Process

  1. A call letter is sent out once per year. Nominations must be submitted to the Regional Recognition Coordinator with two supporting letters from peers, supervisors, clients and/or employees. The Assistant Commissioner, Human Resource Management, will present nominations to the Commissioner who will review all nominations and make final endorsement.
  2. The item awarded is a plaque.

Environmental Protection Award

Nomination Criteria

  1. This award recognizes an employee whose short-term or long-term contributions:
    1. focus on conservation, energy issues or address other environmental concerns, consistent with CSC's Mission Statement
    2. are outside the scope of normal duties
    3. are transferable to other institutions, agencies, levels of government or external organizations
    4. demonstrate benefit considerations.

Eligibility

  1. CSC employees are eligible for this recognition.

Process

  1. A call letter is sent out in the spring for National Headquarters (regions establish their own timelines). Peers and managers will submit written nominations to the Regional Recognition Coordinator, using the Environmental Protection Award Nomination Form (CSC/SCC 1383-6). Nominations must be approved by the relevant sector head or Regional Deputy Commissioner before the submission for final approval by the Commissioner.
  2. The item awarded is a custom designed award.

Honours Memorial

Memorial Planning

  1. The Commissioner appoints a sector to head the memorial planning. The honours memorial will be organized to honour a peace officer whose death was directly related to the performance of duty in CSC.

Memorial Plaques

  1. Seven identical plaques inscribed with the name of the deceased, the name of the workplace, and the date of death are installed at National Headquarters, Regional Headquarters and the facility where the member last served. The immediate family will also be presented with a letter of condolence from the Commissioner.

Memorial Book

  1. A memorial book commemorating Police and Correctional Officers killed in the line of duty is placed in the East Block of the House of Commons. The names of the honoured members of CSC are inscribed in this book.

William St Pierre Hugues Correctional Manager Award

Nomination Criteria

  1. This award recognizes one Correctional Manager from each region who strives for excellence, inspires others, encourages innovation and empowers others to do their job well. The nominee must meet the following criteria:
    1. hold an indeterminate substantive Correctional Manager position at the time of nomination
    2. have occupied that substantive position within the 12 months prior to nomination
    3. have completed a minimum of five years as an indeterminate Correctional Manager.

Eligibility

  1. CSC Correctional Managers are eligible for this recognition.

Process

  1. A call letter is sent out once per year. All CSC employees may submit a nomination to the National Recognition Coordinator with a statement document describing how the nominee meets the criteria, along with two supporting letters from peers, supervisors, or employees. Regional Deputy Commissioners will be asked to select nominees for their region during a Regional Management Committee meeting. The Assistant Commissioner, Human Resource Management, will present nominations to the Commissioner for final approval.
  2. The item awarded is yet to be determined.

INFORMAL RECOGNITION

  1. The various informal recognition options are outlined below.

Dr. Linda Panaro Extra Mile Award

Recognition Criteria

  1. This award is given to highlight:
    1. contributions to a project or assignment that demonstrate commitment to duty beyond normal managerial expectations
    2. initiatives that improve employee morale and/or office practices
    3. leadership qualities that instill a spirit of cooperation in co-workers during difficult situations
    4. ethical behaviour consistent with the Values and Ethics Code for the Public Sector, or
    5. a significant act of ethical behaviour.

Eligibility

  1. CSC employees and students are eligible for this recognition.

Process

  1. To recognize an employee or a student, managers will contact their Regional Recognition Coordinator.
  2. The item awarded is a gift from the iBoutique website.

Certificate of Appreciation/Teamwork Award

Recognition Criteria

  1. This award recognizes individuals/teams that have demonstrated one or more of the following:
    1. actions and measurable results that exceeded expectations and demonstrated resourcefulness, innovation and perseverance
    2. a significant contribution to the Mission, values and goals of CSC through a project or work activity, or
    3. increased efficiency, accuracy, productivity, and cost savings for CSC through an undertaking.

Eligibility

  1. CSC employees, casual, contract and agency employees, students, volunteers and partners are eligible for this recognition.

Process

  1. A template of the certificate created consistent with the Federal Identity Program is available through the Regional Recognition Coordinator and will be prepared and presented by individual sectors, Regional Headquarters or workplaces.
  2. The item awarded is a certificate.

Valuing Employees

Recognition Criteria

  1. The items below may be awarded to acknowledge on an informal and regular basis:
    1. the quality and value of employee/team contributions that further the achievement of CSC's Mission and/or goals
    2. individuals who display ethical behaviour consistent with the Values and Ethics Code for the Public Sector, or
    3. individuals who display acts of ethical behaviour.

Eligibility

  1. CSC employees, casual, contract and agency employees, students, volunteers and partners are eligible for this recognition.
  2. The items awarded may take the form of an e-Card, a simple thank you, praise at a team meeting, or an email.

CAREER MILESTONES

Long Service Recognition

Criteria

  1. Employees will be recognized for 15, 20, 25, 30, 35, 40 and 45 years of service in the public service. (Service in the Canadian Armed Forces and the Royal Canadian Mounted Police can be included.)

Eligibility

  1. CSC employees are eligible for this recognition.

Process

  1. Employees will be informed of their eligibility one month prior to their anniversary date via the Long Service Recognition for NHQ form (CSC/SCC 1383-7) or the Regional Long Service Recognition form (CSC/SCC 1383-8).
  2. The items awarded are the following:
    1. for 15 and 20 years:
      • a certificate signed by the Commissioner
      • a gift of choice determined by the number of years of service from the Seasons website
    2. for 25 years and over:
      • a certificate signed by the Prime Minister and the Commissioner
      • a gift of choice determined by the number of years of service from the Seasons website.

CSC Service Pins

Criteria

  1. This recognition is granted to all CSC employees who attain the required number of years of service in CSC.

Eligibility

  1. CSC employees are eligible for this recognition.

Process

  1. Throughout the year, Human Resources Management System reports are produced using CSC employment start date. Employees are informed of their eligibility by their Recognition Coordinator.
  2. The items awarded are a bronze pin for 10 years of service and a silver pin for 25 years of service.

Retirement Recognition

Criteria

  1. This recognition is granted to employees who retire with the required number of years of service in the public service.

Eligibility

  1. CSC employees are eligible for this recognition.

Process

  1. Throughout the year, Human Resource Management will confirm an employee's retirement date and years of service, using the NHQ Retirement Recognition form (CSC/SCC 1383-9) or the Regional Retirement Recognition form (CSC/SCC 1383-10).
  2. The items awarded are the following:
    1. 10 to 24 years:
      • letter signed by the Commissioner
      • CSC retirement certificate
      • public service retirement certificate
    2. 25 years and over:
      • letter signed by the Commissioner
      • CSC retirement certificate
      • public service retirement certificate
      • gift of choice from the iBoutique website (level 4) or the Seasons website (R16-29 or R30+).

DEFINITIONS

Employee: full-time or part-time, at any classification/level, term or indeterminate.

Formal recognition: recognition presented during structured, scheduled activities and events internal or external to CSC.

Informal recognition: recognition presented at staff meetings and other non-formal occasions. Informal recognition of individual or group accomplishments is a good management practice. Non-monetary awards enable managers to immediately recognize and reward employees of the CSC for exceeding managerial expectations in the performance of their duties.

Partner: representative from another agency (within the Public Safety portfolio) or department, another level of government or in the community.

Recognition: to validate and reinforce values through appreciation, acknowledgement and awarding people.

Volunteer: a member of the public who donates their time to CSC.
