Commissioner’s Directive (CD) 712-4 – Release Process
Why was the policy changed?
Technical amendments have been made to the above noted CD for the following reasons:
- As a result of Recommendation 8 in the Evaluation of CSC’s Health Services’ Management Action Plan.
- To align with the updated Discharge Planning and Transfer Guidelines and Discharge Planning Matrix Tool.
- As a result of changes communicated in Policy Bulletin 560 issued on April 10, 2017.
What has changed?
Due to amendments made to the Discharge Planning and Transfer Guidelines, paragraph 25(d) has been amended with respect to what supply of medication the offender will be provided with on the day of their release.
The section “Effective Dates of Release” has been deleted, as the responsibility for authorizing releases was incorrectly assigned to the Parole Officer. As indicated in CD 703 – Sentence Management, the Chief, Sentence Management, is responsible for authorizing all releases.
“The Chief, Sentence Management, or the Associate” has been replaced by “the Chief, Sentence Management, or the Sentence Management Officer” to reflect the change in responsibility with respect to checking for outstanding arrest warrants prior to release and advising the Parole Officer if any exist.
How was it developed?
These technical amendments were made by the Offender Programs and Reintegration Branch, in collaboration with the Strategic Policy Division. Due to the nature of the changes, no consultations were required.
Who will be affected by the policy?
Parole Officers; Managers, Assessment and Interventions; Parole Officer Supervisors; Community Correctional Centre Managers; and Health Care Staff.
