Purpose and objectives of transfer payment program

The purpose of the National Infrastructure Contribution Program is to enable CSC to enter into contribution agreements with provinces, territories, municipalities, and non-profit organizations towards construction done by those bodies, where CSC cannot otherwise do so in a reasonable and cost effective manner.

These are non-repayable contributions.

Initiatives to engage applicants and recipients
  • Requests are sent via Technical Services and Facilities (TSF) annual Call Letter for the Program of Work (PoW).
  • The National Infrastructure Prioritization Committee (NIPC) reviews requests. TSF has numerous professionals with engineering, architectural and scientific backgrounds. Each project proposal is reviewed and approved by the appropriate area of expertise.
  • The recommended requests are added to the PoW and sent to EXCOM for final approval.
  • For each contribution project, a detailed agreement specifies the expected results of the project with measurable metrics in line with the intended purpose of the infrastructure (litres per seconds of water, m3 of natural gas, number of inmates, square feet, etc...) as well as the appropriate measuring tools to confirm these results after project completion.
