5. ANALYSIS AND RECOMMENDATIONS

Introduction

This Section reviews issues raised in the previous section and discusses findings with a view to either making recommendations or signaling areas of special inquiry for Phase 3. Recommendations advanced in this report are presented on an interim basis only and will form part of the basis for consultation in Phase 3. Data collected during Phase 3 will also provide further information on which to base a final set of recommendations.
