Figure 1: Changing Federal Offender Population

In FY 1996/1997, 34% of new male inmate admissions were serving sentences of 3 years or less versus 55% in 2006. The proportion of male offenders convicted for murder has increased (22% in FY 1996/1997 versus 25% in 2006), and more than twice as many offenders have been classified at the maximum security level (6% in FY 1996/1997 versus 13% in 2006). The proportion of inmates with mental health issues has also risen (7% in FY 1996/1997 versus 12% in 2006), as has the proportion of offenders with gang affiliations (12% in FY 1996/1997 versus 16% in 2006).
